This is the vanity plate of Graham Roland.

Logo: On a black background, we see the large stacked concrete-like company name. Inside the name is a weird-like texture that moves around, similar to that of clouds or smoke.
FX/SFX: The texture moving.
Music/Sounds: None or the closing theme.
Availability: Seen on Jack Ryan. Don't expect this to appear on Dark Winds despite him being involved.
