Background

In Kamensk-Uralsky, the first to try to occupy the niche of non-state programs was the television company "Fakt" under the leadership of A. Potashev. In 1989, the city had more than 600 cable television subscribers and four cable studios. The airings was filled with feature and animated films, as well as music programs. The broadcasting program of KTV consisted mainly of films of different subjects, which were broadcast to the viewer through cable connection. The Fakt TV station put a VCR on the repeater, and the staff began doing newscasts and showing movies, although city news was rarely aired at the time.

In 1993, the channel stopped broadcasting many programs due to lack of financial resources and worn-out technical equipment. The City Council was not interested in financially supporting the channel. The company depended directly on sponsors, which were at each program. In addition, the city residents were dissatisfied with the quality of the programs, as well as the films that were shown to the citizens. The editorial offices of newspapers received letters from viewers, who wrote that "Fact" "should not be given money, but should be slapped down immediately - as a malicious enterprise". However, the quality of programs depends not only on the financial component, but also on the creative team.

Only six people worked at the TV company, and the quantity and quality of equipment left much to be desired. At the same time, the TV channel produced the following programs: "Городские вести", "Для молодоженов", "Вечер театра сатиры", "Гамма шанс", "Хохот без перерыва", "Город на пути к рынку", "Дамская сумочка", as well as joint projects with city enterprises and theaters. The rest of the broadcasting time was filled with feature and cartoon pictures. Along with this, in 1994 the TV company began to reach the regional level. Some stories of "Fakt" began to be shown on Channel 4. At the same time, it should be noted that gradually the residents began to have their own VCRs, and therefore the interest initially aroused in the TV company, which showed foreign films, began to wane. Due to the lack of finances, personnel and proper technical equipment, the TV company could not develop.  At the same time, step by step the development of central and regional television was taking place, more quality and interesting programs appeared on TV screens. The townspeople began to compare local programs with those from the capital, which were superior in quality to Fakt's product. As a consequence, viewers' dissatisfaction increased. In 1998, the TV company stopped broadcasting.
